The Tun Haji Mohd. Fuad Stephens Borneo Research Library was first established through the efforts of the Yayasan Sabah's Research Department with the support and cooperation of the Chief Librarians of the then Mara Institute of Technology (now university), National Library of Malaysia, Universiti Kebangsaan Malaysia, Sabah State Library and the State Museum. It was officially declared open by His Excellency, the then Yang Di-Pertua Negeri Sabah, T.Y.T. Tun Haji Mohd. Adnan Robert on 6 June, 1980 and formally named as the Tun Haji Mohd. Fuad Stephens Research Library in recognition of the services rendered by the late Tun Haji Mohd. Fuad Stephens a former Chief Minister of the State of Sabah.

In 1994, the Library was restructed and placed under the Centre for Borneo Studies and was renamed as the Tun Haji Mohd. Fuad Stephens Borneo Research Library to indicate its growing involvement in Borneon Studies.

Located adjacent to Yayasan Sabah Mini Theatre, forming a part of the main Menara Tun Mustapha Complex, the research library was designed as a three split level unit for optimum utilization of a total area of 30,630 square meters.

In line with the objective of Yayasan Sabah to enhance the quality of life of Malaysians in Sabah, the library also undertakes strategic initiatives to function as a primary information resource center contributing towards establishing a knowledge-ecenomic (K-Ecenomic) society. With the exception of the academic libraries found within Malaysia and ASEAN countries, the library functions as a unique resource center in Southeast Asia capable of storing and disseminating information on various field of studies especially on Borneo matters, both directly from its own resources or from other libraries.
